UX Decisions re: Header/Footer Conformity & incorporating the quick access side panel on all apps

Acceptance Criteria

• UX Decisions on Header conformity based on updated landing page (Blue on apps vs white on landing)
• UX Decision re: incorporating the Quick Access side panel
• MoreCast & HFI Calc & Perc Calc don't have a footer
• FBP Go has different header and no footer
• Mobile Map pages: hide footer

All apps should have a header and footer, and they should be consistent.

Also, the BC Gov header and footer designs have changed for 2026 and now feature a white background (yawwwwn) on both. For more info:

All Figma mockups have to be updated.

It would be ideal to have the quick access side panel, so each app will feature a left hand hamburger menu for this menu. Mockups will reflect this.
