Patch operations result in OperationOutcome HAPI-1965: Invalid Content-Type for PATCH operation: application/json

It seems that Patch operations are not to the FHIR spec. When trying to use patch operations against HAPI FHIR server the result is HAPI-1965: Invalid Content-Type for PATCH operation: application/json.
