Update composer binary to latest version for PHP 8.4 compatibility

Bug description

The composer binary that ships with is not 8.4 compatible yet and needs updating to the latest version.

You can run composer self-update to update to the latest version. Unfortunately, Herd currently overwrites this updated file on every restart so you'd need to run this again. We'll fix that with the next version, so that you can also update composer and we don't fiddle with that anymore :)

@sschlein - I think this issue is what I am looking for. I wanted to also mention that the laravel installer is the same way. I installed 1.12.0 a few days ago... just went to use it today and it didn't have PHP 8.4 so i installed it. Then tried to run laravel new and it had deprecated messages. So I started checking the versions, and well, the laravel installer and composer are out of date.

It would be nice if Herd:

A) allowed us to update/manage the laravel installer and composer as well
B) didn't overwrite the copy we place there - we may want to use our own forked version

This will be available in the next version 🙂

But Laravel itself isn't 8.4 compatible yet (at least it wasn't on Friday)
