peer not always able to connect to the other zeam peer at restart

try stopping zeam_1 and removing its db as described in issue 475 again and again till you hit this scenario where zeam_1 restarts and connects to zeam_0, but zeam_0 disconnects it with the above mentioned reason

there were reconnecting log/attempts but peer wasn't getting reconnected, lets see if 485 solves it
