peer state is not recovered on restart

repro:

follow instructions in https://github.com/blockblaz/zeam/blob/main/resources/parent-sync.md

stop & just restart zeam_1 without cleaning its data, it doesnt seem to be loading back from its state
it could be that lean-quickstart is cleaning the dir when zeam_1 is being restarted as per the commands in parent-sync.md document, but if it does, it shouldn't because zeam_1 is run without --generateGenesis and hence shouldn't clean any data

so depending upon where the issue is (in zeam for reloading the state back or in lean-quickstart that it shouldn't clear db) fix the issue
