Step::AddToSVNDir expects directory path to be fully qualified. #2

Hiya.
I'd like multiple people to be able to use ShipIt with AddToSVNDir and have that work as expected, however unless everyone lays their checkouts out in the same way then this is hard to do with relative directories.
As a compromise, I added handling ~/ to mean 'from my home directory', in the AddToSVNDir path, so that users just have to check out the apt package directory in a known location relative to their homedir. Please see my branch at bobtfish/shipit@993a76e943c62074c75c
