Settings Updates not hot swapping

User settings updates currently are not being updated in memory live. They are updated in the database and the even is emitted, but the values are not being updated in the bot state. Also affects tracked wallet updates. 

For now, restart the bot service only, the others can stay active if you need to change settings while it is running.
