Rebind fails when apps deployed to docker cloud location [Softlayer/Cloudstack/BYON]

Deploying current master to Cloudstack/Softlayer and Byon and restarting without any apps deployed to the docker cloud location rebinds successfully.

If you deploy an app to the to the docker cloud and then attempt to rebind it then fails to rebind.
