Add optional NMI Validation

The only restriction we have is 11 characters for NMI's (ConnectionPoint.id). Add an optional validator that allows validation according to:

AEMO - MSATS national metering identifier procedure:

This should include blocks of valid/excluded NMIs based on numerical / alphanumerical ranges
