User story / feature request

As a transit data quality analyst,
I would like to check the how well GTFS Schedule stop and shape positions align with observed GTFS-RT Vehicle Position data,
So that I can flag to transit agencies where there may be inaccuracies in their GTFS Schedule data.

Acceptance Criteria

A visualization of problematic shapes and stops for an agency is made with a potential to productionize this analysis into analyzing all agencies and fitting into an SOP for alerting transit agencies about these discrepancies.
