Make changes to use default values for `standard-payment` and `gas-price-tolerance`

This change is warranted based on the comments/question below;

Should --gas-price-tolerance 1 be default with not really using gas price changes with 2.0.0?

It was discussed and agreed internally to default the standard payment arg and the price tolerance.

This ticket is created to use default values for standard-payment and gas-price-tolerance.
