`nrelefs`: homepage returns 404 error

The main page is down, but the archives themselves are still up. We don't expect this data to get updated, so archiving it regularly is less crucial. Options:

• Retire this archiver from the weekly runs, or run less frequently.
• Just point at the URLs with the data, without hitting the home page.

unfortunately i think we should retire this archive.... pointing at the data page will not update the data ever because everything is hard-coded. Potentially just pulling this out of the gha build list seems like an easy way to remove this from the runs but enbable us to quickly restart if they ever restart this program
