Add KIT_TO subscription parameters to app spec

All app store apps are added to KIT_TO's packet table using default values. At a minimum the buffer limit should be an app spec parameter. I'm not sure it needs to get any more complicated than that since this is an educational platform and custom filter parameters seems complicated.
