tests: Packages e2e Tests `standalone-tarball-tests` is flaky

It's been happening quite a while lately, we need to address this either by disabling it or fixing it.

I thought this was fixed by:

• ci: Fix package e2e tests GHA #4658
• Revert "ci: Fix package e2e tests GHA" #4686

But I might be missing something.

Yes,agree with @kkourt. This error was observed a few days ago and was fixed in #4658. However, that fix ended up introducing errors again, so it was reverted in #4686.
Currently, this issue is occurring only for those PRs whose branches are not updated with upstream (main).
