[Security] Implement a UTXO blocking mechanism

Allow both the taker and the maker to add a list of UTXOs that they deny a swap with. They can either import a list of UTXOs or create their custom lists. This needs a bit of design refactoring. The parties either need to have prior knowledge of the UTXOs they are swapping with or deny the swap after detecting the UTXO in the funding/contract transaction. They should immediately withdraw from the swap if they see a blocked UTXO in their incoming contract.
