Use semantic versioning for releases

Hello,

It would be helpful if releases were tagged with [semantic versioning](https://semver.org/). Right now I'm trying to figure out if this extension is compatible with specific versions of CKAN and Python. It would be nice if I could refer to versioned tags instead of commits.
