Meta guidelines: refer to IETF RFC 2119 (must, should, may etc)

IETF RFC 2119 defines the keywords MUST (NOT), SHOULD (NOT), MAY etc, and offers usage guidelines. Would be good to refer to this for usage of these words within our own guidelines.
