Topics should be children of conferences / conference series #543
Description
To accommodate future imports of conferences that may have their own controlled vocabulary list similar to, but different from ADHO's, revise the Topic model to be a child of either ConferenceSeries or Conference.
todo - need to see additional use case data, would require extensive revision of data load, manual entry, and filtering logic.
