Support text fragment linking and highlighting

I just saw the previously Chrome-only feature where you can link to and/or highlight specific text in a page is now supported across all browsers, including Safari and Firefox (as of 131).

I wanted to add this to the search results for quite some time. Now we can!

The obvious place is in search, but we can probably think of other places to add this, and we might even be able to use it in Cockpit too.
