[p2p] Support "External" Participants #3270
Description
Allow nodes to register unsynchronized participants that can dial a node but will never be dialed. Likewise, these external participants will not be tracked in a peer set and will never be "requested" from (by things like the resolver).
They will receive gossip sent via ALL, receive messages sent directly to them, and can send requests to the node that registered them.
