Adding Past Meetings feature for partner sites #2754

Bay Area co-organizers (Jaren, Nick, and I) have been working with the Berkeley Institute of Data Science (BIDS) to write a blog post for them. We received the following advice from Marsha Fenner the BIDS communication manager. I think that the recommendation is worth considering.
I'd recommend having/presenting an archive of "Past Meetings" on this site, so that each year's event has a unique URL, for future reference of content, speakers, links, etc. This becomes a useful reference, and also allows newcomers to find out how you've organized past events.
