This would allow the Redcap configuration to be checked to see if a new XML config should be downloaded.

The XML download should be of the project configuration only, not the data as well.

This could also be used to automatically update the dynamic model if needed (although we should probably make this a configurable option, or find some way of checking that the changes are not destructive)
