Provide PPA

To release a TLPUI package on every version it would be great to have a custom PPA provided by the package maintainer.
Some former discussion has already happened in #31 .

as of version 1.5.0-5-1 (2023-01-03) support for jammy (22.04) and kinetic (22.10) has been added.

Hi,
as I currently do not use a deb based distribution and due to the lack of time I recommend to use either the Python package or the Flatpak atm. Maybe after the move to UV it becomes easier doing this automated.
