Water flowing over covered Redstone Panel just wipes it out of existence

When placing a water source above a Redstone Panel, the Redstone Panel pops off and yields itself as an item.
When covering the Redstone Panel with either a Light or Dark Panel Cover and placing a water source above the Covered Redstone Panel, the Redstone Panel (along with its Cover) is destroyed, and does not yield itself as an item, resulting in the destruction of the panel.
