Include a GDPR page

This discussion is to ask whether we should have a GDPR page on the documentation.

I understand Decidim is GDPR compliant software, as documented https://gist.github.com/andreslucena/ac9799d15af451ad774fa89fedf17516 and decidim/decidim#3320

Those documents can form the basis for a GDPR Chapter.

Pros:

• Claiming GDPR and informing how Decidim does it is an important part of being a DGP.
• GDPR is clear enough that it represents a goods list of affordances for both the end user and an admin to control user stories regarding personal data protection
• GDPR is a well known Data Privacy framework

Cons:

• GDPR is a European regulation, so it is not agnostic
