The user role "Author" should not be allowed to archive pages

Describe the Bug

In Oberhausen, someone moved the top-level page to the archive. As a result, all the subpages were also removed.
It seems that the person responsible had the user role of Author.

Steps to Reproduce

1. Log in to the system with an account. User role = Author.
2. Go to 'Testumgebung'
3. Click on 'Seiten'
4. The user can see the "Seite archivieren" icon.
5. The user can send pages to the archive... he/she can send chapters too.

Expected Behavior

The author role should not be able to archive pages.

AFAIK, everyone with change_page_object permissions can archive pages. Do we want to have a dedicated permission rule for archiving pages? Or is it equivalent to something else, e.g. publish_page_object?

@jonbulz Probably the latter - bcs we figured that if a person cannot publish changes without approval, why should they be able to remove pages altogether :)

@hauf-toni @jonbulz @osmers Just tested it and am reopening this issue for the 1st point below. And I have some questions, potentially a follow up for this issue.

1. The bulk action to archive is still available and working and should also be unavailable.
   

• Should the author role be able to restore pages? Does this also apply to restoring a page:

we figured that if a person cannot publish changes without approval, why should they be able to remove pages altogether

• If an author should be able to restore a page, shouldn't restored pages also be put in the "Pending for approval" state instead?
  (right now they are published / restored in the state they were before archive)
• And one step further: If an author shouldn't restore pages, do they need to be able to view archived pages in the first place?
