I came across your issue opened on Feb 19, 2024, about running:
java -jar dxCompiler-2.10.8.jar compile liftover_plink_beds.wdl -project project-xxxx -folder

I’m facing a similar problem when using dxCompiler for WDL compilation on DNAnexus. I wonder if you eventually found a solution or workaround? Any insights would be greatly appreciated. Thanks in advance!
