Add a dashboard API and CLI commands to export/import traces/logs/metrics

We added export and import to the dashboard via the UI in 13.2, we should close the loop by exposing those as APIs *and* exposing CLI commands to extra the data.

The end to end scenario here is to enable automation for capturing and reviewing runs on CI machines for e2e tests.
