Provide a version of the guidelines split into multiple files

We currently provide the encoding guidelines as a release asset in a single HTML file. That file currently has a size of more than 4MB already. With adding more modules such as namesdates (see #153) that size will further grow. In addition to the single file we may want to offer a chunked version with separate files per chapter.

I tried this

  splitLevel=1 useIDs=true

But it creates dysfunctional links in the index.html TOC and doesn't handle the backmatter sections correctly.

Just a note, the MCP Server is consuming the ODD. So for this purpose, splitting it up, would make some changes necessary there

The ODD or the rendered guidelines? The latter could always be accessed at https://dracor-org.github.io/dracor-schema/ in one document.

Which benefits would justify the at least triple (estimated) amount of work for implementing this? I would prefer to keep it as simple as possible.
