FEATURE Consider breaking Location into its own module

There are times where we want to use the Location DataObject but don't necessary need the Locator page type.

Consider breaking Location and related classes into a module, and mark as suggested in the Locator composer file.

We would need to think through how to handle the default settings for private static $location_class if the Locations module is optional.
