Add region browser functionality

A typical echogram analysis output is echogram "regions" - these are polygons that mark the boundaries of specific targets (e.g., fish species). To enhance usability, we want to build a Region Browser feature that allows users to navigate through identified regions (generated by ML models or drawn manually) in echogram data. This requires pulling the right echogram section (typically based on time) to display with the corresponding regions.

The Region Browser should enable users to:

• Step through all available regions sequentially
• Select a specific region from a dropdown menu
• Display the relevant echogram section with the corresponding polygon overlay

An initial concept sketch of the Region Browser is provided below:

I've successfully implemented the Region Browser feature as described in this issue.

Features Implemented:

• Sequential navigation through regions (Previous/Next buttons)
• Dropdown menu to select specific regions
• Echogram display with polygon overlays
• Real-time data loading from S3 cloud storage
• Multi-frequency channel display (18, 38, 120 kHz)

Implementation Details:

• Built using Panel, HoloViews, and echoshader
• Loads acoustic data from S3: agr230002-bucket01/hake_data/data_zarr/MVBS/2017/
• Currently uses sample regions for demonstration
• Ready to integrate with real region labels from the annotation tool

Hey @Safwannn89 : This is great! Do you want to try to integrate #220 into this? so adding the functionalities to edit existing regions and adding new regions.

For the multi-frequency echograms: did you implement that part separately or did you use the current echoshader function for that? Ultimately it'll be great for these functionalities to be easily used together (the idea is to create widgets that can be mixed and matched together depending on usage), so would be great for you to think about how to enable that.

I'll get some sample regions uploaded in the next couple days. I'll also add some explanations about storage format -- essentially it'll be the csv files saved by Echoregions.
