Add support for the Ankaios Command Interface

Description

The Rust SDK can currently be used by workloads running inside of a cluster.

Another use-case would be to connect the SDK directly to the Ankaios server via the Command Interface (currently used by the Ankaios CLI).

The architecture of the SDK is already prepared for this (separation of the transfer layer).

After the support is added, the Ankaios CLI can be updated to use the Rust SDK as a follow up step.

Goals

Provide a programmatic access to the Ankaios cluster to programs running outside of the cluster itself.
