Using the refresh button does not add newly added agents to the UI

Using arc-runner with hot-reload the issue can be reproduced by:

1. Open Arc view in a browser.
2. Create a new agent with `arc new test`
3. Press the Arc View "reload" button
4. Notice that the "test" agent is not listed. Only a browser refresh brings it to the UI.
