revert publication-test from false to true #182

Describe the bug
In #181 we set publication-test input to false as default to help with the 1.0.0-alpha.1 release since estuary is hanging during tests. We should revert the change once we get the release out and figure out why estuary is hanging.
To reproduce
Run release workflow in zenoh repository with the dev/1.0.0 branch and note how estuary hangs forever during the publication test.
