[Feature Request]: Provide 9.X air-gapped docs image

What problem are you trying to solve?

I have several customers in an air gapped enclave that have Elasticsearch clusters that are 9.X. Currently there is a hosted 8.X docs image for all users in that enclave.  I need the ability to deploy out an Elastic 9.X docs image. Users in this enclave at times do not have access to look at public documentation while working on their Elastic clusters.

Proposed Solution

Create a docker.elastic.co/docs-private/air_gapped:9.X version

+1. We are working to get more and more Public Sector users upgraded to 9.x and having an updated docs images for them to run on their air-gapped networks would be very beneficial.
