Test logstash DRA artifacts on a representative set of platforms/vms

Add a new pipeline/matrix which downloads DRA artifacts across a representative set of platforms/architectures at a regular interval and runs the exhaustive suite against them. This will add a layer of testing which actually interogates artifacts hosted in the DRA process. This will help us catch packaging bugs in that pipeline which may otherwise go un noticed in exhaustive tests which build artifacts as part of the test pipeline. See section 2 in this POC PR #18740
