[Batch metrics] Provide the batch's byte size max for various time windows

Related to #17895.

Given the histogram provides 50th and 90th percentiles for batch's byte size, would also be helpful to know the maximum value of the batch in respect to the usual time windows (1m, 5m , 15m).
