Ability to edit static pages in Lux [placeholder] #807
Description
There are 2 pages in the Lux application that require periodic text and link maintenance, but include hard coded content which requires developer time and a change request to update. In order to make this process easier, we should find a way for product managers to update this content on their own, using a UI. We have already built out some options to update other portions of the site using an Admin UI including adding a banner and switching out featured collections.
Hyrax provides similar functionality by providing an editor for pre-defined pages.

Acceptance criteria:
A designed admin user can navigate to the Admin section of the application, and see options to update the content of selected static pages
The editing options should allow for formatting content including formatting text and adding links
