Top bar visual amendmends

• The current use bar is split: "help links" are moved to Left Panel, which now extends to the window top. The tab bar is also moved to top and shares space with remaining User Bar items.
• If left panel is hidden, display enso icon in top-left corner with menu containing hidden links.
