Update "How to Fix" language when releasing UI improvements #1357

@SteveJonesDev @pattonwebz - I'm not sure where to put this, but I want to make sure it doesn't get missed.
When we release the UI improments and change the language around "ignores" we will need to also update the instructions in the How to Fix information for each rule. For example, A Video is Present says:
"you can dismiss this warning by using the "Ignore" feature in Accessibility Checker."
That would need to be simplified to something like: "you can dismiss the issue in Accessibility Checker."
We'll need to search all the rules for phrases like this.
