Mobile should warn that the app requires a network connection

If a user does not have a network connection (no WiFi, no cell), we should warn them that the app requires a network connection. Currently, the app will hang with a loading spinner if the user is disconnected. Eventually we want to abandon the network requirement - the tutorials should be locally available.
