Impact to relays & mev-boost

• Will clients allow validators use third-party software like mev-boost & commit-boost?
  • If the answer is "no" what are the implications?
• Will builders operate builder (0x03) validators?
  • Alternatively, relays could operate validators where builders continue to submit payloads to relays, who then verify/publish the bid to the network on their behalf. For builders, this wouldn't require large changes on their part. At the very least, this would give builders more time to convert to the new system. It might continue to be useful for smaller builders who do not have sufficient capital.

Let's discuss some aspects of the epbs beacon api standardization PR:

• GET /validator/blocks/{slot} will need some modifications since there's no longer a concept of blinded and unblinded blocks. Options are to leave as v3 and change the ProduceBlockV3Response as briefly discussed in the PR here and on discord. Alternatively, we could upgrade to a new v4 endpoint
• do we need a new endpoint that can be used to signal creation and gossiping of DataColumnSidecar by whoever's bid is included in the consensus block or perhaps this can be triggered after the call to release a SignedExecutionPayloadEnvelope
