[RFE] Add a new monitoring option combining "Monitoring all" and "Monitoring stable only"

Hi, I would like to request a new monitoring option that would be a combination of "Monitoring all" and "Monitoring stable only". The reason for this is that as Packit relies on the-new-hotness messages, it needs to be switched to "Monitoring all" to properly work in case there are multiple releases at once (see packit/packit-service#3024). We aim to use Packit for stable Fedora branches, while running our own script for Rawhide and branched. The script checks new releases on its own and also does automatic updates, which means the bugs that are opened are mostly useless, which is why we would prefer to monitor only stable releases that would be most of the time handled by Packit. In an ideal world we would disable monitoring entirely to avoid bugs being opened, but Packit relies on these messages.
