Update reth deps in `fusaka/devnet-2` branch to use `fusaka-devnet-2`

Reth is maintaining https://github.com/paradigmxyz/reth/tree/fusaka-devnet-2 branch to track the fusaka changes for devnet. 
rbuilder is currently using `fusaka/devnet-2` branch which is outdated compared to the `fusaka-devnet-2` branch.
