Description
In the production chain, when we naively change the enrollment struct, it changes what is considered a valid or invalid site in the enrollment list. i.e., right now all sites with a hash in the snapshot have passed the enrollment validation in the oracles.
Before this project is stable, when we next make a change to the enrollment format we should introduce versioned enrollment structs (e.g. add EnrollmentV2) and ensure old enrollments remain valid and new enrollments must use the new (v2) format.
