F# 10 migration work

Hi,

I had finished a migration from netcoreapp3.1 to net10.0

I really love Bolero and WebSharper (Since I am a data engineer, I could only develope front-end app with these two frameworks!!)

Would you mind to take a look and maybe I (or we? ^0^) could do contribution on these stuffs, make Bolero FCS alive again?

@ingted Wow, this is awesome, it would be super exciting to bring the project back on such a recent FCS version!

@Tarmil I can't judge what parts of FCS need changing/removed now with Blazor as is, but I remember it was always a blocker to apply our changes on subsequent FCS's... This is not a problem anymore?
