Change summary of new version not showing

We recently upgraded to IPT v3.3.1, coming from 2.7.x. When making a new publication for a dataset, the summary that was provided through the text form in the popup is not shown in the version history.

I last did an update on version 2.7.x in January, for which you can see the summary. All summaries since are not shown, even though I added text each time.

I don't see any errors or suspicious warnings in the IPT log.

@mike-podolskiy90 I've noticed this behavior on the VN IPT over the last week. Not sure if this is because we're on a temp version (3.3.3-SNAPSHOT) while you all sort out Tomcat issues.

Looks like publications more than a week ago also do not have a change summary, even though I use it for all publications (not including auto-publications).
