Gleam compiles even if two packages provide the same imports

Don't need to make any changes to the existing DuplicateModule error, just need to fix the bug where it's not being emitted.

The error could be improved, but that's not the priority here.

Oh so it's a matter of it not being emitted! I'll try and figure out why
