Improve MultiPeriodModel class

Improve MultiPeriodModel class to reduce model build time. This will be part of IDAES May release.

• Speed up multiperiod model IDAES/idaes-pse#1180 is merged
• Changes in DISPATCHES to resolve post-1180 test failures (Update IDAES to 2.1.0 #199)
