Add minimal gas price for Godwoken v0

We are looking for ways to reduce the maintenance burden associated with Godwoken v0's upkeep.

So, we have implemented a transaction fee structure on mainnet_v0 in order to discourage useless robot transactions and encourage users to migrate their assets over to Godwoken v1 as soon as possible.
